Ruckus in J&K Assembly for third day in row, Engineer Rashid’s brother marshalled out

Ruckus ensued in the Jammu and Kashmir Assembly for a third straight day as Bharatiya Janata Party (BJP) MLAs raised slogans and clashed with fellow members, including Engineer Rashid’s brother and Awami Ittehad Party MLA Sheikh Khursheed over a banner he was carrying.

It was a repeat of Thursday’s happenings as Khursheed, who was again carrying a banner, was manhandled by the BJP MLAs before being marshalled out of the House.

Slogans were also raised against the Peoples Democratic Party (PDP). Following this, Speaker Rahim barred anyone from entering the Well of the House.

What happened in the Assembly in the last two days?

On Thursday, a scuffle had broken out in the Assembly after Khurshid brought a banner saying, “we demand restoration of Article 370 and 35A and the release of political prisoners.”

Amid the ruckus, a resolution seeking a dialogue for “restoration of special status and constitutional guarantees” to the Union Territory was passed on Wednesday. The resolution was passed by a voice vote, with all parties barring the BJP supporting it.

In the carefully worded resolution, there was no mention of the contentious Articles 370 or 35A.

The BJP stormed into the well of the House soon after the resolution was moved, and led slogan-shouting demanding that the resolution be withdrawn.

Meanwhile, PDP chief Mehbooba Mufti called the resolution, introduced by the Omar Abdullah- government, “half-hearted”. The next day, five non-BJP Opposition MLAs submitted a resolution to the Speaker that “unequivocally” rejected the decisions of August 5, 2019.

The five legislators – People’s Conference’s Sajad Lone, Peoples Democratic Party’s Waheed Para and Fayaz Mir, and Independent MLAs Sheikh Khursheed Ahmad and Shabir Ahmad Kullay – said their ‘People’s Resolution’, which mentioned the contentious Articles 370 and 35 A, stemmed from public anger over the one moved by the Omar government.
