On a day when the Centre announced that it will look into the demand for clemency for convicted Khalistan terrorist Devinderpal Singh Bhullar,his wife Tuesday met a senior official at German Embassy in Delhi and submitted a memorandum seeking Germanys intervention to help stop her husbands impending hanging.
Canada-based Navneet Kaur accompanied by Delhi Sikh Gurdwara Management Committee president Manjit Singh GK and some others,told the Embassy official that Bhullar was arrested at Frankfurt airport in December 1994 travelling with fake documents and Germany had later deported him to India in January 1995. However,in 1997,a Frankfurt court had termed the deportation as illegal underlining the fact under German laws,a person who faces death penalty in the recipient country could not be extradited or deported.
Your government has always taken a stand against awarding of death penalty to Prof Bhullar. We are informed that your government had been assured by the Government of India that he (Bhullar) will not be given death penalty. Since the President of India had dismissed the first mercy petition,there is imminent threat of immediate execution of Prof Bhullar. Some organisations have approached the President of India with second mercy petition. We request you to take up this matter with the Government of India and the President of India to accept clemency petitions of Prof. Bhullar and not award him death sentence, the memorandum reads.
It also points out among other things that Bhullar was not in a fit state of mind,conviction was based on confessional statement obtained by torture and that he was awarded death by a split verdict.
Later talking to reporters,Navneet said,The official whom we met today has assured to pursue the matter.
Our government is of the view that Bhullar should not be hanged. We are seized of the matter and would take up the issue for clemency to Bhullar, said Manjit Singh GK.
