Misuse of social media, minorities on DGPs’ agenda

Conference of police chiefs to start on Thursday.

Law enforcement in social media, getting the police to be more “sensitive” in dealing with minorities and the security of VIPs in an election year are the three key areas of focus at this year’s conference of police chiefs starting in the capital Thursday.

Each of these themes has a strong political underpinning, especially in reaching out to minorities. While the session on the Internet is about vulnerabilities in cyberspace, the details reveal a specific focus on how to deal with provocative images and messages on the web.

Such images and messages were seen as the main provocation behind the spread of communal violence in Muzaffarnagar.

Having dealt with a similar problem which led to the flight of students from the Northeast studying in Bangalore, the Karnataka Director General of Police is scheduled to make a detailed presentation on the issue.

CBI director Ranjit Sinha is scheduled to speak on how to enforce the law in social media. Such is the importance being given to the subject that the first half of the opening has been dedicated to it.

The second key area is police behaviour in riot situations. A working group led by the home secretary will present a report suggesting ways in which the police can be more sensitive towards minorities, especially in their behaviour.

This group was constituted at the behest of Prime Minister Manmohan Singh and will form the basis of a detailed discussion.

The DGP of Andhra Pradesh is also slated to make a detailed presentation on using non-lethal weapons for riot control in a bid to ensure minimal casualties, another issue of concern to the UPA government.

The third area, which seems to have received prominence after the Patna serial bomb blasts, will be VIP Security. In fact,Asif Ibrahim, the director of Intelligence Bureau, who is also the head of police for the country, will himself handle this session.

This session is specifically expected to focus on security of VIPs in an election year, especially given the threat to both Narendra Modi and Rahul Gandhi.

Besides,a session is devoted to establishing an anti-Naxal grid and how to ensure the centrality of the police station in operations,an issue that came to the fore in the Darbha attack in Chhattisgarh in which Naxals struck in a patch which fell in a grey zone between two police stations, creating a

jurisdictional issue over providing police escorts to the Congress entourage.
