IO to submit probe on civilian deaths in Police firing

The allegations of women had triggered massive protests in the town and later protests also spread in other parts of the Valley.

Additional Deputy Commissioner Baramulla probing the killing of four youth in North Kashmir’s Baramulla town has completed his inquiry and will be submitting his report on Sunday.

Soon after the killing of four youth in Police and CRPF firing on June 29 and 30 in Baramulla,Deputy Commissioner,Lateef u Zaman Deva has asked additional deputy commissioner Mohammad Ashraf Shenthoo to probe the killing and also about the allegations of women being misbehaved by the Policemen at Baramulla Police station.

The allegations of women had triggered massive protests in the town and later protests also spread in other parts of the Valley. Initially,the inquiry officer was asked to submit his report within ten days,however,later the deadline was extended up to July 26.

“The report has already been completed and there is every likelihood that inquiry officer will submit his report to Deputy Commissioner Baramulla on July 26,” said an officer associated with the inquiry.

Last week,inquiry officer Mohammad Ashraf Shenthoo had told The Indian Express that report will be submitted within few days. Sources said the officer had already compiled the report.

In the last 20 days several police and CRPF officials deposed before the inquiry officer and around 40 persons including some eyewitnesses’ and dozens of men of J &K Police’s elite Special Operation Group (SOG) and CRPF men who were deployed in the town on June 29 were questioned by the Inquiry Officer.

The inquiry officer who had been asked to investigate the allegations made by a local woman of being misbehaved in the police station by policemen on June 28 was also probed. Sources said,the inquiry officer had found the allegations of women baseless,however,at the same time he had also found that troops responsible for maintaining law and order in the town had violated the Standard Operation Procedure (SOP) while dealing with the mob on June 29.

Eyewitnesses who had deposed before the Inquiry Officer had claimed that they had seen men in uniform opening fire on the protestors that resulted in the killing of three young boys in the main market and Cement Bridge on June 29. The fourth youth was killed next day when CRPF jawans opened fire on a group of protestors.

Sources said the Deputy Commissioner Baramulla will forward the findings of the inquiry officer to J&K chief minister Omar Abdullah.
