Punjab Police Sunday arrested Gurvinder Singh alias Baba Panesar of Ludhiana for allegedly uploading a video on social media of the assault on IAS officer Kahan Singh Pannu at Gobindghat in Uttarakhand while on rescue and rehabilitation duty.
Disclosing this,DIG,Cyber Crime Cell,Kunwar Vijay Pratap Singh said,Gurvinder was arrested with the help of Ludhiana Police and was produced before a Mohali Court. The Remanded him to four days police custody. Further investigations are in progress.
On the complaint of Pannu,who is the Director General School Education,the Punjab Police had registered an FIR at the Cyber Crime Police Station at Mohali under IT Act and various sections of the IPC on June 28.
The officer was leading a Punjab government team to flood-ravaged Uttarakhand when he was assaulted by some youths and the incidents video was uploaded in social media network,which went viral.
This is the first arrest in the case. Sources add that Panesar is among the group of persons who attacked Pannu in Gobind Ghat on June 24.
However,Baljinder Singh Kanakwalia,the man who videographed the incident and uploaded it is yet to be arrested.
Panesar,a taxi owner,who had driven his cab to Gobind Ghat with a set of pilgrims and was waiting it out till the road opened for him to come back. His taxi is still parked at Gobind Ghat,Panesar is said to have told the police.
Sources said that though Panesar is not seen in the video his role in assaulting Pannu with the help of at least 30 others is substantial. The police added that the video was also prepared in a manner that it only showed a certain set of 8-9 persons who were beating Pannu while several others remained in the background.
No arrests have been made by the Uttarakhand police in the case as yet. The Uttrarakhand police registered a case at the Jodhi Math police station Saturday.
