Accident deaths expose administrative laxities in Uttarakhand

The bus accident on Vikas Nagar – Tuni stretch on July 21 that resulted in the death of ten persons has brought to light the laxity of the administration on various fronts. The issue came up for discussion in the state assembly on Thursday.

The Chakrata legislator Pritam Singh pointed that at the time of the accident there were more than 100 people travelling in the bus that was originally meant to take only 42 passengers on board. He also pointed out that outdated buses from Punjab and Himachal Pradesh are being purchased by individuals and are being plied on various routes in Uttarakhand.

“How is it that the Road Transport Office (RTO) issues fitness certificates to such vehicles and endangers the lives of the people living in remote areas,” he said.

Singh also pointed that the trauma centre inaugurated by the Chief Minister Dr Ramesh Pokhariyal Nishank at Vikas Nagar on July 7 has proved to be useless on two occasions as there is no facility available over there.

He also underlined that the people are compelled to travel in dangerously in vehicles as there is no state transport bus service in the area.

Another Congress legislator Dinesh Aggarwal wanted to know if any attempt was underway to strengthen various departments so that drunken driving and over loading could be checked.

Mussoorie legislator Jyot Singh Ghansola wanted to know why a case of murder cannot be registered against the RTO officials for their laxity.

Parliamentary affairs minister Prakash Pant disclosed that of the total road accidents taking place 60.14 per cent are on account of the fault of the drivers,22.58 per cent due to technical reasons and 15.73 per cent due to factors like over loading etc. Pant also announced that he would order the officials to take immediate steps to check such accidents. He said that special checking drive would be initiated.

The minister also said that the trauma centre at Vikas Nagar would be made functional immediately and also said that state transport bus service would be started on the Vikas Nagar – Tuni road.
