State universities haven’t filed account details for years

Eight of the 14 state-aided universities in West Bengal have failed to meet the March 31,2012 deadline for submitting the account details of year 2010-2011 to the state audit department.

Eight of the 14 state-aided universities in West Bengal have failed to meet the March 31,2012 deadline for submitting the account details of year 2010-2011 to the state audit department.

The erring universities are University of Calcutta,Jadavpur University,University of Burdwan,University of Kalyani,University of North Bengal,Rabindra Bharati University,Vidyasagar University,Bengal Engineering and Science College (BESU),according to an audit of the status of accounts of all the state aided Universities,

According to the report,not only the annual accounts of 2010-2011 of JU is yet to be received,but also the annual accounts of 2006-07,too,remains pending.

Burdwan University,according to the report,has failed to submit its account details since 2004. In fact,the university has failed to submit the account details of 2004 onwards before the university’s executive committee for approval. T

Even the annual accounts of BESU and Vidyasagar University for 2010-11 are yet to be submitted to the university’s executive Committee for approval.

The status report mentions that University of Calcutta has submitted account details only till 2009-10 with the audit department. It has prepared neither balance sheets and income and expenditure accounts nor bank reconciliation statement.

Its receipts and payments accounts is also incomplete. It was also mentioned that no accounting standard has been observed at the time of preparation of Accounts. Gross irregularities have been detected by the Accountant General(audit) in bank reconciliation statement since 1976. No action in this regard has been taken by the University authorities though they have been requested to fix the responsibility. The matter has also been brought to the notice of the Governor,who is the Vice Chancellor of the University.

Officials of the state education department said that due to the delay in submitting the audit accounts,it is difficult for them to collate all data and prepare a comprehensive report of the monetary irregularities that happened during the Left regime.

V-C of CU Surnajan Das said they were collating the accounts and would hopefully place the details by the end of this month.

Even JU V-C Abhijit Chakraborty said as he has joined only a few days ago,he will look after the matter.

V-C of Burdwan University Soroshi Mohan Dam could not be contacted after several attempts.
