The Lok Sabha may witness a debate on Monday over the demonetisation issue under a rule which does not entail voting as the Speaker has admitted a motion in this regard. As many as 20 MPs, including one from a Left party, had given notice under Rule 193 seeking a debate on the notes ban. Most of these MPs are from the ruling NDA, while some are from BJD and one from RSP. But later N K Premachandran (RSP) clarified that he had demanded discussion under rule 193 before the beginning of the winter session.

“Now, I want it under rule 56 (adjournment motion) or under rule 184 and both entail voting,” he said.

The other MPs who have moved motion under rule 193 are from TDP and Shiv Sena, both of which are part of the BJP-led NDA. The issue of discussion under rule which entails voting has been paralysing the proceedings of Lok Sabha since November 17. While the opposition has been demanding that they be allowed to move adjournment motion government has been pressing for debate under a rule which does not entail voting and does not involve bringing a formal motion.

Under Lok Sabha’s Rule 193, any member desirous of raising discussion on a matter of urgent public importance may give notice in writing to the Secretary-General specifying clearly and precisely the matter to be raised under certain conditions.
