Lending weight to suspicions that ex-Haryana DGP SPS Rathore may have had a hand in getting Ruchika whom he molested expelled from her school,a Magisterial probe on Thursday said there was “outside compelling influence” in the action which was “wrong and malafide”.

Observing that 14-year-old Ruchika Girhotra was “singled out” by the local Sacred Heart school for expulsion for non-payment of fees,the probe said it was startling to find that children like Rathore’s daughter Priyanjali were not expelled after defaulting twice in payment of fees in 1990-91.

The probe indicted the school for taking “selective,wrong,arbitrary and malafide” action in expelling Ruchika soon after she complained of molestation by Rathore in a finding that may have a bearing on fresh investigations against the 67-year-old former top cop.

Though there is no direct evidence available of pressure from Rathore,but “strong circumstantial evidence is available as the expulsion comes shortly after her molestation,” the probe report said,adding “some factors other than payment of fees contributed to the expulsion of Ruchika(Girhotra)”.

Releasing the findings of the enquiry conducted by Sub Divisional Magistrate (SDM) Prerna Puri,Education-cum-Home Secretary Ram Niwas told reporters here that “there was outside compelling influence in action against Ruchika” in her expulsion due to non-payment of fees for the April to September 1990 period when she was a student of class Nine.

“Though there were 135 other similar cases of default of payment of school fees from 1987 to 2002 – the period for which the school record was examined,but action has been taken only against Ruchika. She has been singled out,” Niwas said. “There was an external influence in the action against Ruchika.”
