Expressing concern over recent incidents of ragging,the Supreme Court on Monday asked the senior students not to behave in a “barbaric manner” and asked them to be like elder brothers to freshers.
“The seniors should not behave in a barabaric manner. They should be like elder brothers to freshers. The freshers should not be scared,” a Bench comprising Justices Markandey Katju and A K Ganguly said.
It said all students are not of same temperament and instead of subjecting them to ragging the seniors should guide and help them without destroying their confidence.
“Everybody is not same. Some are more sensitive and emotional,” the Bench said.
However,it expressed its reservation that some guidelines for streamlining the students union election and curbing ragging in universities were being adopted from Cambridge University and other places.
“We cannot copy everything from England.” it said.
Though the issue of ragging was not listed for hearing,the remarks by the Bench came after Solicitor General Gopal Subramanium mentioned it during the hearing on students union election and pointed out how the issue of ragging also came up before the apex court which appointed a committee headed by former CBI Director R K Raghavan to go into it.
Subramanium said the recommendations made by the Raghavan Committee has been accepted by the apex court and all universities have been directed to implement the measures strictly.
