Union Minister for Law and Justice Arjun Ram Meghwal has told the Lok Sabha that 35 new posts of judge have been created in various high courts across the country in the last five years.

One new post was created in the Tripura High Court and 18 in Telangana in 2021, six posts were created in the Orissa High Court and four in Himachal Pradesh in 2022, while six were created in the Gauhati High Court with effect from February 6 this year, Meghwal said, while responding to a query on the delay in the delivery of justice put forth by BJP’s Jual Oram, DMK’s Gautham Sigamani and BSP’s Malook Nagar.

Responding to a sub-question on the cost and language barriers to accessing justice, Meghwal said the government was aware of the difficulties people faced owing to such barriers in day-to-day court proceedings. However, he also pointed out that to address the issue, the Bar Council of India, under the guidance of the Ministry of Law and Justice, has constituted a “Bharatiya Bhasha Samiti”, chaired by former Chief Justice of India Sharad Arvind Bobde. “The committee is developing a common core vocabulary close to all Indian languages for the purpose of translating legal material into regional languages,” the Law Minister said.

Pointing out similar efforts made by the Central government to overcome language barriers in the litigation process, he recalled the inauguration of the Supreme Court’s eSCR (electronic Supreme Court Reports) portal on November 26 this year to commemorate the adoption of the Constitution.

Developed under the eCourts Mission Mode Project, the eSCR portal includes Hindi translations for over 21,388 judgments, Meghwal said. “The portal also provides English version of all judgments free of cost to judges, lawyers, litigants and the general public,” he said.
