Swiss Timing lost CYG tech contract bid,but raked in Rs 12 cr

Swiss Timing came into public knowledge only after the lid was blown off the Commonwealth Games contract scam,but the company’s association with the games and Suresh Kalmadi goes back to the Commonwealth Youth Games (CYG) held in Pune in 2008,where,too,it had been paid around Rs 12 crore for “services rendered.”

An RTI query filed by The Indian Express has revealed that the company,which was allegedly favoured when it came to awarding the Rs 141-crore contract for Timing,Scoring and Results system during the Commonwealth Games,had provided On Venue Result,TV Graphics and TV Virtual Graphics for the CYG in Pune too. Interestingly,Swiss Timing had lost the bid for the technology contract — under which these services come — to Atos Origin when the tender for technology was opened. It was roped in to give the “specialised services” later on. Also,it has been revealed that while the audited statement of account of the CYG prepared in March 2009 put the total expenditure incurred on technology during CYG at Rs 18 crore,Swiss Timing alone was paid about Rs 12 crore for its work.

The chargesheet filed by the CBI indicting Kalmadi has also stated that representatives of Swiss Timing that was “fraudulently” awarded the TSR contract for CWG 2010 were not just personally known to Kalmadi long before the mega sporting event in New Delhi,but the company “had been engaged for providing some components of the TSR services even during the Commonwealth Youth Games 2008.”

“Both Altos and Swiss Timing had bid for the technology contract for the youth games,but since the Altos bid was much lower than that of Swiss Timing the contract was given to them. However,they could not provide certain specialised services concerning On Venue Results and graphics and so Swiss Timing was brought into the picture for these at a later stage,” Lt Gen Ashok Kapur,ADG,Games Village,told The Indian Express. He said the move was undertaken at the behest of technology officials and other advisors at CYG.

Rohit Srivastwa,director,Technology,during the CYG and for some part of CWG too,however,refused to comment on the issue. “All I can say is that the decision was not mine,there were sources much higher than me who took such decisions. I anyways left the Games mid way,” said Srivastwa,adding,that he did not wish to talk on the topic at all.

Jamaal Raazi,joint director (Technology) for CYG and director (Technology) for CWG,also refused to comment on Swiss Timing’s involvement in the youth games. “I was involved only with the office IT part and not the venue technology,” he said.

Kolhapur district collector Laxmikant Deshmukh,who was director (Sports) for the youth games,said the Maharashtra government was involved in the permanent fixtures and constructions done for CYG and contracts was looked after solely by the Organising Committee headed by Kalmadi.

The RTI reply said all payments were made through cheques from September 26 to November 6,2008,to M/S Gem International who were partners with Swiss Timing.
