To avoid delay in taking decisions on development proposals put forth by civic administration,the state government is planning to bring in legislation so that a proposal be considered ‘deemed to be approved’ if it remains pending for over two months.

“Various important policy matters and development proposals remain pending for long. This affects development work. Therefore,the state government is planning to bring in a legislation that would make any proposal to be deemed to be approved if there is no decision for over two months,” said a senior state government official.

The government is planning to bring in checks on the civic bodies that sit on proposals for long,he said. “There is too much delay in decisions and by the time they get approved,it is too late,making the initiative ineffective.”

Mayor Mohansingh Rajpal admitted that the delay in taking decisions on proposals in the civic general body affects the development activities of the city. “We welcome the state government move as it would help in speeding up the overall development of the city. If the state government failed to do so,I would personally take a decision for the Pune Municipal Corporation (PMC) and urge the government to consider the new law,” he said.

There are many proposals that are unnecessary held up due to adamant stand of the elected representatives,Rajpal said. “The PMC has suffered a lot due to this.”

BJP councilor Anil Shirole said the general body agendas in PMC pile up for as many as four months and development activities automatically get hampered. “It is wrong to hold up proposals without any reason,” he said.

However,there is an apprehension from civic activities on the possible move of the state government. “There has been too much delay on proposals by the civic general body but the government move would further add to the problems,” said activist Vivek Velankar. There is likely to be misuse of the decision that is being considered by the government,he said,“The elected representatives would purposely keep some controversial proposals pending so that they get automatically approved. Instead,the civic general body should take up the proposals for discussion the same month when they are proposed.”
