To reduce crowding at sub-registrar offices, the Inspectorate General of Registration and Stamps (IGR), which has its main office in Pune, will soon initiate the process of e-registration from the builders’ offices.
With a system in place and registration of builders from the city, a pilot was set to be rolled out in Nanded City special township in two weeks, said IGR S Chocklingam at an Idea Exchange at The Indian Express office on Friday.
Chocklingam said a pilot would commence with Nanded City — a special township that has a huge volume of constructions for registrations. “We have spoken to the Confederation of Real Estate Developers Association of India (CREDAI) Pune, who will be giving us their list. They will be registered builders with our office and we will provide them a secure system for the registrations,” he added.
Chocklingam said a buyer would have to go to a registered builder’s office and could register the document from the office itself and in turn would get a registered document in 20 minutes as is done at the IGR’s sub-registrar’s offices. “They would not have to take the trouble to come to our office and the work would be done from the builder’s office itself,” he added.
The department had devised a secure way of operation so that hacking was not possible. The registration will be in the proper mode under the Information Technology Act and the buyer would only be putting the variables as the page would be available in the secured system.
“The entire page will have to be filled by the buyer sitting at the builder’s office and thumb impression as well as digital signatures will be taken of the builder, buyer and later on the registrar who would get the document would have to digitally sign the document as he receives it online. For this, the department is readying enough safeguards and a secured network will help in the process,” he added.
“I am hoping to reduce the load at these offices by at least 40 per cent,” he said in terms of new registrations.
The office had initiated paying stamp duty and registration fees online having launched the electronic secured bank treasury receipt. With this system, the customer can log onto the website of the authorised bank, click the link for payment of the stamp duty/registration fees, entering the necessary details and paying the duty through the internet bank account.
With the printout of proof of payment for STBR for online payment, the customer can walk into the nominated branches of the bank to get the eSBTR. The eSBTR is a receipt of duty which is evidencing payment into the government account, printed on secure stationery to be issued by the banks.
