Cantt board fails to maintain ACR of its employees

In the meeting it was discussed that the ACRs,on the basis of which the promotions are to be granted,have not been maintained by the cantonment board on regular basis.

Taking a stern view of this,PCB president Brigadier Rajbir Singh directed that the ACRs should be maintained properly by the different sections of the cantonment board. “Henceforth the office should maintain the ACRs of all the staff to enable the board to consider promotions for eligible employees in an objective manner,” the president said in the meeting.

In the meeting,the board officials said,Gongle was promoted to the post of office superintendent and was given the retrospective effect from 1 September 2009. The post has been lying vacant from the same time after retirement of A S Baglane on 31 August 2009.

According to cantonment board officials,some members drew the attention of the president that the ACRs which should form the basis for promotions or even reprimands have not been maintained for a long time. “The ACRs are remarks entered into the service record of an employee. As per the cantonment fund servant rules,the ACRs have to be given on annual basis. But it’s not being done by the concerned section heads,” said an employee,adding that this was coming in violation of the service rules.

Admitting there was laxity in the maintenance of the ACRs,the Chief Executive Officer of the cantonment board,B A Dhayalan said,“I assured the (PCB) president that now onwards the ACRs will be maintained on regular basis. The ACRs of lower-rung employees like the clerical staff were not being particularly maintained.” He,however,said in case of Gongle,ACR was written by the former CEO,Rachel Koshy,which found him “fit for the promotion”.
