To roll out a pilot project of e-registration, two purchasers will register their properties sitting at a builder’s office on Friday.
Inspector General of Registration and Controller of Stamps (IGR) is likely to launch the process with Nanded City. The project will be later rolled out by the Revenue Minister to be replicated in the state.
“This is the first such initiative in the city and the state. It is a novel process and we would start the same with registered builders. We are starting it with Nanded City and slowly will extended it to other builders as well,” said IGR Shrikar Pardeshi on Thursday.
He said the launch of the process will end the role of agents between buyers and builders.
The initiative, according to sources, was mooted to reduce crowds at sub-registrar offices and Nanded City was selected as it has a huge volume of structures to be registered.
The department is likely to seek the help of the Confederation of Real Estate Developers Association of India (CREDAI) for obtaining names of builders registered with it. This will ensure a secure system and for that, the builder and purchaser will have to provide Aadhaar card number as well as biometric thumb impression.
Under the process, the official said, a buyer will visit the builder’s office to register documents online.
The buyer will be given a receipt in 20 minutes as done at IGRs sub-registrar’s office. The idea is to cut involvement of sub-registrar’s office and complete the process at the builder’s office itself. Satish Magar, developer of the project, said they would start the process with two purchasers.
As the entire process is technical, the IGR has taken certain measures for its successful implementation. The registration, to be done under the Information Technology Act, will require a buyer to fill the details online.
Digital signatures of the builder, buyer and the registrar will be taken and the registration receipt would be available online.
Officials said that enough safeguards have been put in place and the secured network will help in the process. For the stamp duty and registration fees, the department has launched an electronic secured bank treasury system.
The system allows a buyer to log on to the website of an authorised bank, click on the link for payment of stamp duty/registration fees, enter details and make the payment.
Pardeshi said they have started the process with Nanded City but have talked to builders associated with CREDAI and it will pick up the process. He said the transparent process will make it easier for the builder and the purchaser.
