Town Planning Act likely to be ammnded: BMC to seek more time for DP revision

According to officials, the BMC will seek an amendment to Section 26 of the Maharashtra Regional Town Planning Act, for obtaining an extension.

Mumbaikars will have to wait longer for the city’s draft development plan (DP) 2014-34. Top officials from the Brihanmumbai Municipal Corporation (BMC) have confirmed that the civic body will seek an extension from the state government on Tuesday.

According to officials, the BMC will seek an amendment to Section 26 of the Maharashtra Regional Town Planning Act, for obtaining an extension. Section 26 of the Act deals with the preparation of the draft within two years from the date of notice.

A senior civic official said, “The Act does not provide for an extension, we therefore have to seek an amendment to get more time for the revision. We will take a call on the duration of the extension in a couple of days. We have a meeting with government officials on Tuesday. We are dealing with a huge, complex issue.”

Earlier in April, Chief Minister Devendra Fadnavis had asked the BMC to revise the plan and publish it within four months.

Accordingly, the BMC’s final date for submission of the draft plan is slated for August 21, officials said.
At present, officials are rectifying wrongly marked roads and reservations in the earlier DP. The task has been given to the ward officials who have also been assigned one urban planner each to conduct the exercise.

“There are grave errors in the earlier plan where there are roads cutting across buildings. It seems like the earlier team sat with just digital maps without conducting any sort of field study,” the official said.

BMC officials have also confirmed that they are simultaneously undertaking a revision of the Development Control Regulation (DCR) 2014-34. Officials are looking at ways of improvising transit-oriented-development (TOD) in the city.

Citizens had slammed the earlier blueprint for allotting floor space index or FSI of over five near transit modes.
