Tiles,beepers,ramps for disabled passengers,Railway tells court

Central Railway has apprised the High Court - during hearing of a petition seeking adequate measures for safety of physically challenged passengers at stations and platforms - of the steps already taken or in the pipeline in this direction.

The affidavit filed by CR,however,states that implementation of some of the measures suggested would be difficult to implement due to technical and financial constraints.

The suggestions include use of engraved tiles on the edge of platforms,beepers on platforms and coaches for visually-impaired passengers,besides non-slippery floors. Ramps and elevators,reducing distance between the coach and platform,hand railings,lowering the height of booking offices and providing priority in queue for physically challenged passengers were some other suggestions.

Redesigning the coach roof to prevent water from spilling on platforms during rain thus making them slippery and unsafe,providing an attendant in the coach for the disabled and a two-way intercom in the coach to communicate with the guard were also recommended,besides disabled-friendly toilets and other measures on long-distance services.

The affidavit states that out of 113 platforms,34 have been provided with engraved tiles while 9 others will get them by the end of the year and the remaining within three years.

Instead of two-way,a one-way communication from guard to coach for the disabled is available and beepers to indicate coach position have been provided at all platforms,it states and adds that floors of all stations and platforms have been made non-slippery.

On the suggestion for a guiding pathway,the affidavit says it is not feasible as it would lead to congestion on platforms. To solve water spillage on platforms during rain engraved trenches have been provided,which will take care of it partially,it states.

On providing an attendant,the affidavit says it is not possible though a concession can be given to an escort of the passenger.

Railways are also proposing to railways board for lifts at FOBs at Dadar,Thane and Kalyan along with ramps and elevators in the works program 2010-2011. The other suggestions too are being partially implemented,the affidavit,submitted by senior divisional manager,Central Railway,Atul Rane,states. The suggestions were made in a report prepared by the Additional Solicitor General.

Advocate Mallika Iyer,appearing for the petitioner expressed satisfaction over the steps being taken. She however,submitted that the petition be not be disposed of until other things are in place.

The court,which had in September pulled up the railways over the matter,has adjourned hearing for two weeks
