Expressing concern on criminal cases being delayed on account of lack of handwriting identification experts,the Bombay High Court on Friday asked the state government to consider the possibility of outsourcing the work to private persons.
The court made the suggestion while hearing the petition of a Manmad resident named Nirmalabai Gogad who claimed that a police case filed by her,pertaining to forging of her signatures on cheques,was deliberately not being investigated by the police.
The case,in which she accused her brother- in-law Chandrakant of being complicit in the crime,was filed in May 2007. According to the petition,the police submitted a final report to the magistrate court hearing the case in July 2009,stating that it is waiting for the report of the handwriting expert.
The petition notes that on account of the report on the handwriting samples not being filed,the accused persons are not being brought to book and are getting the benefit of the long delay.
Responding to the petition,a bench headed by Justice A M Khanwilkar said,The state government can look at the possibility of outsourcing the work to private persons. The report is basically an opinion of an expert. The government can ensure that persons to whom work is allocated are of highest calibre and integrity.
