Amid protests and walkout by the Opposition, the Maharashtra Special Public Security Bill was passed in the State Legislative Council on Friday.

The Bill was tabled in the Council (Upper House) by Minister of State for Home (Urban) Yogesh Kadam as the Opposition said it would take up the issue with Governor S P Radhakrishnan. In an eight-page letter, the Opposition registered their dissent and submitted it to Council chairman Ram Shinde, expressing fear it would be misused.

On Thursday, Chief Minister Devendra Fadnavis had tabled the Bill in the Assembly and was passed with a majority. With both Houses giving nod to the Bill, it has cleared the decks to become an Act after the Governor’s approval.

Unlike in the Assembly where the Bill was passed by majority vote, Opposition parties adopted an aggressive stand in the Council and outside the Vidhan Bhavan. Shiv Sena (UBT) president Uddhav Thackeray, speaking to media persons at Vidhan Bhavan premises, said, “The manner in which the legislation has been framed gives us reasons to suspect it would be abused against anybody who speaks against the ruling BJP.”
