MMRDA directs contractors to limit outdoor activities for workers between 11 am and 4 pm amid hot spell
In a circular issued on April 16, the MMRDA emphasised proactive measures to ensure the well-being of construction workers amid rising temperatures and a severe heat wave alert in the Mumbai Metropolitan Region.

The Mumbai Metropolitan Region Development Authority (MMRDA) has issued directives to its contractors urging them to limit outdoor activities for workers between 11 am and 4 pm due to the extreme heat. The authority has also mandated the availability of an ambulance and a qualified doctor at construction sites to attend to any cases of heat stroke. Additionally, mist blowers or dispersers are to be installed in rest shelters to reduce temperatures.
In a circular issued on April 16, the MMRDA emphasised proactive measures to ensure the well-being of construction workers amid rising temperatures and a severe heat wave alert in the Mumbai Metropolitan Region.
The circular stated, “MMRDA is undertaking numerous infrastructure projects across the Mumbai Metropolitan Region, with thousands of workers diligently working at construction sites. As temperatures rise during the summer, and with the region under a severe heat wave alert, MMRDA is prioritising the safety of construction workers by implementing several effective measures at the construction sites.”
As a leading planning body in the Mumbai Metropolitan Region (MMR), MMRDA is currently overseeing projects exceeding Rs 3 lakh crore, including the metro project, which alone costs nearly Rs 70,000 crore. Among its directives, MMRDA has instructed contractors to provide rest sheds near construction sites for workers to rest and relax as needed. Oral rehydration solution (ORS) distribution is also being strictly enforced to combat dehydration.
Moreover, contractors are encouraged to maintain drinking water in cool places and ensure that workers drink enough water regularly. Additional work breaks are provided to allow sufficient resting time for workers during their shifts. For instance, the contractor at the Surya Bulk Water Supply Scheme site has implemented preventive measures such as distributing glucose, conducting regular doctor visits, organising periodic mock drills, providing worker training on heat stroke, offering drinking water at multiple locations, and setting up rest sheds to protect construction workers from the harmful effects of the heat wave.
