Labourers working at an under construction site. (Source: Express Archives)Maharashtra on Tuesday issued a government resolution to push for the use of M-sand (manufactured sand or artificial sand) for construction activities.
The new resolution, issued by the revenue department led by Minister Chandrashekhar Bawankule, will empower district collectors with ministry-level authority and impose strict penalties for quality violations.
Bawankule said , “We have introduced critical changes to incentivise local entrepreneurs while placing uncompromising emphasis on M-Sand quality. District Collectors now hold full implementation authority.”
As per the GR, All M-Sand units must adhere to Bureau of Indian Standards (BSI) and IS Codes. In case of non-complaince, licence will be suspensed for six-months and ; repeat offences will trigger permanent revocation.
The district unit cap rises from 50 to 100, with collectors authorised to approve units and extend incentives based on geography and applications. Government concessions apply to the first 50 units per district, extendable to 100.
The department noted the government land auctions are limited to Maharashtra-registered institutions.
The reforms aim to promote M-Sand as a sustainable alternative to natural sand with decentralised, swift enforcement against inferior products.
