Union Minister Kapil Patil booked for abusing cop at polling station

The Thane city police on Tuesday registered a non-cognisable offence against Union Minister Kapil Patil for allegedly yelling at a policeman and abusing him during Lok Sabha elections on May 20, an official said on Wednesday.

The offence was registered based on a complaint given by a police sub inspector (PSI).

Patil, who is the Union Minister of State for Panchayati Raj, was MP from Bhiwandi Lok Sabha constituency and was also the BJP nominee from the seat in the recently concluded polls.

In his complaint, the PSI said he was deployed at a school at Ansari Maidan polling station in Bhiwandi on May 20 when polling took place across 13 seats in the state.

The officer in his complaint said the minister and four others arrived at the polling booth over allegations that bogus voting had taken place at the particular booth.

The minister allegedly screamed at the cop, threatened him and obstructed his work, the PSI said in his complaint. A video of the incident soon went viral on social media as well.

The PSI later gave a statement before the Shanti Nagar police station on the basis of which a non-cognisable case was registered against Patil. The case was registered under sections 186 (obstructing public servant in discharge of duty), 504 (intentional insult with intent to provoke breach of peace) and 506 (criminal intimidation) of Indian Penal Code.

In non-cognisable offences, police can neither investigate nor arrest a person without permission or directions from the court.
