The Bombay High Court on Wednesday expressed doubts about the promises made by the government with regard to the implementation of the Traffic Restraint Scheme (TRS),The court, while responding to a public interest litigation filed by Bombay Environmental Action Group, stated that at this rate — at which the development projects are going on in the city— it is very difficult to redevelop Mumbai.

“It will take at least 100 years to improve the condition of the city,” remarked Justice J N Patel.

The division bench of Justice Patel and Justice Amjad Sayed further observed that by coming up with the facilities such as high occupancy lanes which allows private four wheelers with more than 3 passengers (proposed between Mahim to Haji Ali on Western route and Suman Nagar to Nesbit junction on Eastern way) the government is only encouraging private vehicles. “The government is not even able to provide basic facilities like portable water. You cannot even control spread of virus and disease, such things will only encourage people to leave this city,” the judges said.

Additional Government Pleader Shashi Nair argued that traffic congestion will ease in the city by 2014 and made several submissions regarding the developmental projects undertaken in the city. The case will come up for hearing after four weeks.
