CM quota: Sportsman awaits house promised in 1989

Hearing a petition that questions the allotments made under the Chief Minister’s (CM) discretionary housing quota,the Bombay High Court on Tuesday asked the state if the allotments were reaching those they were meant for.

The court was hearing a petition filed by Chandrabhan Sangle,who is yet to get the house promised to him under the CM’s quota in 1989. Sangle has represented the state in hammer throw at national-and district-level games. As per the petition,on April 3,1989,Sangle had applied for accomodation under the CM’s housing quota and on May 15,1989,he received a letter stating he will be allotted a tenement in Mumbai within six months.

On March 1,1990,he received another letter from the Urban Development Department assuring a house. Sangle,however,is yet to get the house promised to him. Through the Right to Information Act,Sangle learnt that in 2006 he was number 65 on the waiting list for allotment of homes under the quota. Through another RTI enquiry,Sangle found that upto 1989,4,500 tenements had been allotted and 500 were allotted after 2006 “only to those who have close relations with politicians.”

Chief Justice Mohit Shah and Justice D G Karnik asked the government counsel if they had abided by their policy meant for persons with family income less that Rs 50,000 a year. “Do you think you have given allotments to the poor and the needy?” the court asked the counsel.

The court also observed that of the applications made for homes,a maximum of 50 per cent could be considered under the CM’s quota,but it appeared that 90 per cent applications had been considered under this quota. The court has sought a reply from the government in three weeks.
