BMC to build a high-rise in Worli as it plans to redevelop the plot housing asphalt testing lab
Activists oppose project, say will lead to Rs 300 crore losses.

The Brihanmumbai Municipal Corporation (BMC) is eyeing to redevelop its asphalt testing lab in Worli at a cost of Rs 519 crore, paving the way for the construction of a 29-storey structure comprising multi-level parking facility as well as civic offices. However, the plan has drawn flak from city-based activists, who have called for the cancellation of the tender amid concerns of the project incurring losses of up to Rs 300 crore.
Situated at Worli’s S K Ahire Marg, BMC is set to construct a 29-storey structure — encompassing parking and office spaces — by redeveloping the material testing lab of the asphalt plant, which currently sits on the plot.
While the first 13 storeys of the building will comprise of mechanical parking spaces accommodating nearly 550 vehicles, 14 to 19 floors will house the testing lab. Meanwhile, the other floors will cater to offices including space for the civic roads department.
Recently, the civic body floated a Rs 519.14-crore tender for the construction of the facility.
However, the plan has met with criticism from city activists. Demanding the cancellation of the tender, RTI activist Anil Galgali pointed out that the tender comes at a time when existing parking systems in Matunga, Mumbadevi, Fort and Worli have led to losses.
Flagging concerns over loss of up to Rs 300 crore, Galgali has written to civic chief Bhushan Gagrani as well as Chief Minister Eknath Shinde, stating, “Without paying any heed to the earlier complaint, the authorities have issued a fresh tender of Rs 520 crore for 548 car parking at asphalt plant in South Lower Parel… Rs 95 lakh cost behind each car. This will result in a loss of Rs 300 crore in this tender.”
