Mumbai: First 2 chapters of DCR released

The chapters will be uploaded in the public domain Friday.

THE BMC released two of the total 12 chapters on the Development Control Regulations, the third stage of Mumbai Development Plan (DP), in the group leader’s meeting Thursday. The chapters will be uploaded in the public domain Friday. Once uploaded, they will be open for scrutiny by people, who will submit their observations by March 25.

The first chapter focuses on the relevant definitions about the administration and also outlines the powers of the municipal commissioner including the delegation of powers which can be delegated to any municipal official under his control. The chapter also discusses the discretionary powers of the municipal commissioner.

The second chapter gives a detailed account of the development – permissions required to erect or re-erect a building, alter any building or carry out any development or redevelopment. The chapter also mentions the details of annexures needed for site plans, building plans as well as the procedure during construction among others. There are total 12 chapters in the DCR, of which nine have been completed. “We have released two of them and are conducting final consultations on the remaining seven. One of the most important chapters on FSI will be released towards the end,” said a senior civic official.

Meanwhile, the second part of the DP, roads report have been completed and will be available on the MCGM website by Friday. A total of 362 observations were received for the roads, out of which corrections were made in 111 . After the completion of the DCR, the report on Reservations will remain while the complete draft of the DP is due for submission by May 31.
