Punjab government notifies creation of SPV for city’s Focal Point

Industries and Commerce Minister Madan Mohan Mittal said that Punjab was the first state in the country that had adopted the SVP route.

The Punjab government has notified the creation of Focal Point Industrial Infrastructure Development Association Phase-IV, Focal Point, Ludhiana, as Special Purpose Vehicle (SPV) for upkeep and maintenance of Focal Point.

Industries and Commerce Minister Madan Mohan Mittal on Sunday said that Punjab was the first state in the country that had adopted the SVP route in consultation with allottees to involve them in upkeep and maintenance of focal points. He said that the Punjab government was getting a lot of complaints regarding poor upkeep of focal points as multiple agencies were responsible for their maintenance. PWD, Irrigation Department, Municipal Corporation, Electricity Department and many other departments were given specific tasks for upkeep, but maintenance of focal points was suffering due to lack of coordination between different agencies.

The minister said that in the SPV route, all allottees of Focal Point IV of Ludhiana had been made stakeholders and it would be the collective responsibility of SPV to maintain their own focal point. According to the notification issued under the Common Infrastructure (Regulation and Maintenance) Act, 2012, the principal secretary (industries and commerce) would be the appellate authority of SPV and general manager, District Industry Centre, in the respective district posting would be the competent authority.
