Dyers’ association signs deed to set up waste treatment plants

The Punjab Dyers Association has finally signed a lease deed with the state government regarding construction of Common Effluent Treatment Plant.

The Punjab Dyers Association (PDA) has finally signed a lease deed with the state government regarding construction of Common Effluent Treatment Plant (CETP). The CETP will be set up on 32 acres of land provided by state government on Tajpur road for which Industry will have to give Rs 1.44 crore as annual lease. This will be paid in four equal installments which will be Rs 36 lakh each.

The total project cost of the installation of CETP is Rs 427 crore which will be paid by the industry to a private company. The request for qualification tenders have been called, for which the last date is September 7. This step is to invite only qualified contractors in this project, said Pawan Kumar,Chairman,PDA. As per the members, the project will be awarded to private company within one month so as to start the work. According to PDA members, the work will be completed within 18-24 months once the letter of award is given to the private company.

More than 250 dyeing units will be treating their effluent in this CETP which has become a major cause of concern at the moment. As per the reports of Punjab pollution control board (PPCB) many units are throwing untreated water inside the sewer which is going to the Buddha nallah, thus increasing pollution levels. On repeated raids, effluent treatment plants (ETPs) of many units were found to be closed or not in proper working condition.

The decision for installation of CETP was taken and one step was taken today. Another set of dyeing units have to set up CETP on Bahadurke road and the CM had already warned them for their slow pace of work.

Ashok Makkar,MD of PDA said,“In the current installation of CETP,it will be build own operate and transfer (BOOT) scheme. In this scheme the company will run CETP for 25 years and will charge the units for treating effluent and later PDA will run it.”

Makkar however said,“Already the dyeing units are making lots of efforts in controlling pollution and this effort is a great help. Often the dyeing units are targeted,so we hope that after the installation of CETP,we will be sitting at ease.”

As already mentioned, the untreated chemicals of dyeing units are responsible for many diseases prevalent in the residents living along the banks of Buddha nallah.
