The UP Infrastructure and Industrial Development Department has started behavioural and attitudinal training sessions for its officials in 18 districts across the state.
The training is part of the departments image makeover exercise and attempt to improve its interface with entrepreneurs.
The Lal Bahadur Shastri Institute of Management and Development Studies has been hired to impart skill development to these officials by educating them on computers and Internet.
About two months ago,the government made it mandatory for entrepreneurs to file their applications for setting up industries through the web-based system Nivesh Mitra in 18 districts. However, officials found it difficult to adapt to the change and tended to stick to the manual procedures. In order to make the process more efficient with technology,it was decided to first bring about a change in the attitude and behaviour of the officials towards the new technology and in their dealings with entrepreneurs.
The industry department,in association with LBSIM&DS,has prepared a study manual in both English and Hindi to educate the officials on bringing positive attitudinal change for higher work performance, doing away with negative energy in dealing with entrepreneurs, improving communication skills, learning basics of team-building and at the same time be socially and politically aware.
Sources said senior district-level officials will also be given management lessons about motivating their and developing positive attitude towards new technology.
V N Garg,Principal Secretary of the department, said,Technical training is required before introducing any online-based system or creating IT-based infrastructure, but it is also necessary to change the attitude of the people. The idea is to ensure skill development and at the same time explain how and why online interface is better the manual procedures in facilitating entrepreneurs.
The training, which began a week ago, will continue till the end of April. Ghaziabad and Gautam Budh Nagar will be covered in the last week of April as per the schedule. For the first phase 18 districts have been selected.
