Second pre-bid meet planned for bus transport scheme

Dissatisfied with private firms’ response to the state government’s scheme of running bus transportation under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme,the government has planned second pre-bid meet on October 14. So far,only three firms have shown interest in the project.

The first pre-bid conference was held on September 27 that was attended by Agra-based Narendra Road Private Limited and Pune-based Prasanna Travels and TDS Logistics.

“Strategic partners are required for all state-of-the-art 1,310 buses to be operated in seven cities of UP. The response so far has not been satisfactory and hence second pre-bid conference will soon be organised. We hope more firms will attend that conference,” said Alok Ranjan,Principal Secretary,Urban Development.

Facing a financial loss in the JNNURM scheme,the state has decided to select a strategic partner under public-private participation scheme. The seven cities for which the buses have been purchased include Kanpur (300 buses),Lucknow (300),Agra (200),Allahabad (150),Meerut (150),Varanasi (150) and Mathura (60).

In the first pre-bid meeting,the queries raised by the three private firms were related to investment,revenue sharing,service charges,and infrastructure.

Sources said the firms had requested the government to relax the eligibility criteria of 5-year experience in similar business. “On their request,the eligibility criteria has been relaxed and made 3 years,” said an official.

After the first pre-bid meeting,the state government had asked these firms to send their queries to project consultant Urban Mass Transit Company (UMTC) Limited,New Delhi. “The UMTC has received the queries and will forward them to the state government. These queries will be discussed with senior government officials before holding second pre-bid meeting,” said the official.
