Five important branches of the Uttar Pradesh police have been functioning for the past several months without a senior official and the state government has not been able to find eligible officers to head these units, sources have said.
The five branches – Vigilance Establishment,UP Police Recruitment & Promotion Board (UPPRPB),Economic Offences Wing (EOW),Security Headquarters and Intelligence Headquarters – do not have Director General (DG) and Additional Director General (ADG) rank officers.
The post of Inspector General of Police,Establishment has been lying vacant since July 17. The government, last year, posted and removed three officers there.
Sources said since the officers serving the posts of DGs of Vigilance and Recruitment Board and ADGs of Security and Intelligence directly report to the chief minister,no one else besides the CM can take decision on these key postings.
The DGs post in UPPRPB fell vacant after Deo Raj Nagar took over as DGP in April while Vigilance DG post is vacant since O P Dixit retired on June 31. The Intelligence Headquarters ADGs post remains vacant since April.
Amid the vacancies,Police Cooperative cell DG Suvrat Tripathi has been holding additional charge of EOW ADG for over six months now, while Telecom ADG O P Singh, since May,has been taking care of Security Headquarters as well.
As per DGP Headquarters records,1986 batch ADG rank officer Nasir Kamal has been awaiting posting since July 28 while another ADG Sujan Vir Singh is still posted on IG rank in Telecom branch even after his promotion as ADG on May 18.
