UP Police on Monday arrested zila panchayat member of Barabanki district Mohammad Aslam,accused of publicly humiliating and beating a 17-year-old Dalit girl after she opposed the panchayats decision on a marital dispute on August 29. Later,the girl set herself on fire. She is currently admitted at a Lucknow hospital with 40 per cent burn injuries.
Special DGP (Law & Order) Brij Lal told mediapersons that Aslam,who was returning from Delhi,was arrested in Sihanigate area of Ghaziabad.
Lal,however,added that the accused is not an office bearer or member of the ruling Bahujan Samaj Party. He also claimed that the victim had not accused Aslam of forcing her to take the extreme step while giving her declaration before the nayab tehsildar of Fatehpur area on August 29.
Meanwhile,the police,which had lodged an FIR on September 2 against Aslam on the basis of the complaint filed by the victims family,added Section 306 of the IPC (abetment to suicide). Earlier,the police had lodged the FIR under sections 504 (intentional insult with intent to provoke breach of the peace),506 (punishment for criminal intimidation),323 (punishment for voluntarily causing hurt) of the IPC and SC/ST Act. The victims family was unhappy with the exclusion of the section 306 and had accused the police of adopting a soft approach while pursuing the case.
In a new twist to the entire case,the cousin of the victim today said that Aslam was angry with his sister as she had resisted an attempt of molestation on her by a local youth named Munwa. According to the victims cousin,Munwa was close to Aslam and had made more such attempts. Aslam had reportedly forced the girl and her family not to lodge any complaint before the police into the matter. The incident had taken place a month ago,said the victims cousin.
Brij Lal,however,claimed that the allegations of eve teasing have not been corroborated as the girls brother did not mention it in his complaint lodged on September 2. The victim too did not speak in this regard before the nayab tehsildar while her declaration was recorded,Lal added.
