The executive council of Chhatrapati Shahuji Maharaj Medical University (CSMMU) has given in principle approval to a proposal that makes it mandatory for CSMMU doctors to serve a stint in rural areas.
According to the proposal,since the medical students avail of government subsidy while studying in CSMMU,they will have to join government services to cater to the rural populations health needs. The proposal,however,is yet to get the
governments nod.
CSMMU Registrar V P Singh said while the private medical colleges charge around Rs 4.25 lakh per annum for the MBBS course,the students of CSMMU pay Rs 18,300 per annum. Once the government takes a decision about its implementation,the MBBS students will have to serve for three years in rural areas,failing which they will be liable to pay Rs 1.5 lakh for each year of the course to the university.
The charges of specialty and super-specialty courses in private medical colleges is more than Rs 15 lakh per annum while CSMMU charges only Rs 22,000 per annum for the courses. The doctors will have to serve two years each in government hospitals after getting a degree from the medical university,failing which they will have to pay Rs 5 lakh for the specialty courses and Rs 7 lakh for the super specialty courses to the university,said Singh.
The amount will be recovered by the students before they are registered as professional doctors under the Medical Council of India.
Provisions of deferring the bond for one or two years will also be made for MBBS students who want to continue their postgraduate studies at the end of which,they will have to serve at least five years in government hospitals, said Singh.
The doctors with specialty degree will be not be posted below a community health centre whereas a doctor with super specialty degree will not be posted below a district hospital for their term of service, added Singh.
The genesis of this proposal was the recommendation of a high power committee comprising the vice-chancellors of the state universities headed by Professor H K Sehgal,V-C of Chhatrapati Shahuji Maharaj University,Kanpur, the Registrar said.
A meeting of principal secretaries was held in December last year under the chief secretary,where the proposal was approved in principle. The Cabinet is yet to give its nod to the proposal after which the government orders regarding its implementation will be issued, he said.
CSMMU is an autonomous body and a government order is not enough for implementation of any decision in the university. It needs to be approved by the CSMMU executive council as well, he said.
According to him,this is the first time that the state government is taking an initiative of this sort,which would serve two motives. First,the healthcare facilities in rural areas will improve and second,the university will also get economic benefits if the students fail to serve in rural areas.
The issue has already been mentioned in the prospectus of the university for the coming academic session,but its implementation will completely depend on the government orders,said Singh. Director General of Medical Education,Saudan Singh,however,refused to comment on the developments.
CSMMU is also increasing the fees of undergraduate and postgraduate courses from the coming session. For UG courses,the new fee will be Rs 36,600 per annum while for PG courses the fee will be Rs 44,000 per annum.
