Ahead of Assembly Bypolls: CM re-allots charge of districts to ministers

Ahead of the Assembly by-elections to 10 seats in Uttar Pradesh, Chief Minister Yogi Adityanath on Thursday re-allocated the charge of the districts to ministers after a meeting with them at his residence in Lucknow. While Ayodhya’s charge would remain to be with Cabinet Minister Surya Pratap Shahi despite speculations about a shift, the charge of Varanasi district would now be with senior minister Suresh Khanna.
The charge of Gorakhpur, from where the CM hails, has been given to former state BJP chief Swatantra Dev Singh. Newly inducted ministers Om Prakash Rajbhar of the SBSP, Anil Kumar of the RLD, and Dara Singh Chauhan have also been given the responsibility of one district each, while most Cabinet Ministers have been given the responsibility of two districts.
The chief minister along with two deputy chief ministers Keshav Prasad Maurya and Brajesh Pathak have been assigned 25 districts each. The CM, as well as the Deputy CMs, would also coordinate with the ministers in-charge in the respective districts under their jurisdiction. Many see it as sharing of responsibility by the chief minister with his deputies in coordination and monitoring.
Some of the significant responsibilities include that of Surya Pratap Shahi, who will continue to be the in-charge of Ayodhya district in addition with Bahraich. Meanwhile, Finance Minister Suresh Khanna has been assigned two important districts — Varanasi and Lucknow – while Swatantra Dev Singh would be hold the additional responsibility of Prayagraj where bypoll is due in an Assembly segment.
Among the new inductions, Rajbhar has been given Sultanpur district, Dara Singh Chauhan has been given Gonda, Anil Kumar Moradabad. Sunil Kumar Sharma has been given the responsibility of Saharanpur. Minister of State Asim Arun, who was in-charge of Ghaziabad and Hathras, has been given the charge of Ghaziabad and Hardoi instead. The charge of Hathras has been given to Cabinet Minister Baby Rani Maurya, who already has the responsibility of Jhansi.
Officials said that it has been decided that the reallocation of the districts would be done every four months. During the four-month period, the ministers are expected to visit districts under them, stay a night there and inspect various development schemes and projects at the grassroots level.
While the CM directed the ministers to go on field visits, meet people and speak with them, he also asked them to ensure that the grievances of the people are solved during their visits.
“Moreover, not just the CM, even the two deputy CMs would co-ordinate with the ministers-in-charge in disposing their responsibilities. After the field visits, each minister is expected to submit a report of the district to the chief minister,” said an official.
At the meeting, the ministers were told that “Swachhata Mahabhiyan” will be launched on the occasion of Prime Minister Narendra Modi’s birthday with ministers in charge to be present in the districts.
Following complaints of lack of coordination with the BJP in the past, sources said that the chief minister urged all the Cabinet members to maintain mutual coordination and take the organisation along.
