In an attempt to put an end to the practice of gherao at state universities and colleges, the state education department is mulling the idea of issuing a model code of conduct for teachers and students, said state education minister Partha Chatterjee on Sunday.

Addressing students at the closing ceremony of the centenary celebration of Asutosh College, Chatterjee said, “The state universities and affiliated colleges should abide by the moral code of conduct. The code of conduct would limit the interference of student unions in the functioning of colleges and universities.”

He added that unions should concentrate on putting up cultural events instead of interfering in the admission process.

Referring to Governor Keshari Nath Tripathi, Chatterjee said, “I am thankful to the governor, who is also the chancellor of universities in Bengal, for his relentless efforts to bring a sense of discipline to students, teachers and non-teaching staff.”

At the sidelines of the event, the minister said gheraos are unethical, and it was illegal to armtwist people in order to get demands met. He added that everyone should support the stopping of such practices. “Solution to problems should be found through discussion,” Chatterjee said.

Chatterjee also said the education department would provide digital marksheets to prevent the use of fake sheets.

“There had been several complaints about fake marksheets. In order to deal with this, we are looking to introduce digital marksheets. This has already been discussed in the higher education council,” he said.

These marksheets will be foolproof and have better longevity, he added.

Sources said that the software to accomplish the digitisation of marksheets has already been readied, adding that the entire process is set to be completed within eight months. Digital versions of all marksheets would be kept at universities, and brought under a digital bank in phases. Job seekers would also be benefitted because the verification of these marksheets would be done in a quicker, easier way.
