The West Bengal unit of the Congress party has stepped up its efforts to monitor the implementation of central government schemes in the state. The 15-member monitoring committee that met for the first time last week has decided to rope in all the elected representatives for the purpose.
We will hold a meeting of all our MPs,MLAs and all the other elected representatives in the municipalities on December 18, said Congress MLA Ajoy Dey,who has been elected chairman of the monitoring committee. Dey said that the block-level and district-level committees will be formed to go ahead with the assessment of the schemes.
He said that the effort is to make people aware of the central schemes and see if the benefits is reaching the people. The committee is expected submit its report to the party high command on a quarterly basis.
The scrutiny of the schemes of the central government like MNREGA,Indira Awas Yojna will also help the state government to understand where the benefits are reaching the people and where there is a lacunae in terms of implementation, said senior Congress leader Om Prakash Mishra,who is also a member of the monitoring committee.
Mishra said that the resolution to form such committees was adopted at the Burari session of the Congress.
Getting information about schemes particularly at the village level would be difficult. But it is good that Congress has made an attempt to start making assessment of these schemes in the state, said Deepa Dasmunsi,Congress MP from Raigunj.
Dasmunsi,who is also the member of the committee,said it was Rahul Gandhis idea under Aam Admi ka Sipahi that for the first time a monitoring exercise for a government scheme is being conducted. While in other states, the committees role is limited to informing the people and assess the central schemes,a section of the Congressmen in Bengal feel that through the monitoring panel,the party can exert pressure on ally Trinamool once any gaps are found in the implementation.
This monitoring can become crucial for the alliance partners in 2013 panchayat elections.
