This time,Delhi’s neighbours too will observe dry days

As is the norm,Delhi will observe dry days on December 3,4 and 8 — a day before the elections,on election day and on the day of counting. On top of that,the Assembly elections in Delhi,scheduled for December 4,will also witness a ‘dry’ spell in the neighbouring states of Uttar Pradesh,Haryana and Rajasthan on the three dates.

The Election Commission of India has called a meeting with chief electoral officers of the five poll-going states on Wednesday. The meeting will also be attended by the chief secretaries and DGPs of the neighbouring states of the poll-going states.

Delhi’s chief election office,on its part,will request officials from the neighbouring states of UP,Haryana and Rajasthan to observe dry days on December 3,4 and 8,when the capital goes to polls. While Delhi will seal all borders before the elections to stop movement of cash,alcohol and musclemen,it will request the neighbouring states to seal borders from their end too.

Delhi will also request the neighbouring states to depute home guards for election duty in the capital during the course of the elections.

Delhi’s Chief Electoral Officer Vijay Dev said that in the meeting on Wednesday,Delhi will make a presentation on its preparedness and what needs to be done with the help of the neighbouring states.

While some enforcement measures of the election commission were put in place on the date of announcement of the elections on October 4,other measures will come into force from the day the elections are notified on November 9. Each of the 70 constituencies in Delhi has three flying squads that are already reporting violations.

“Once the elections are notified,there will be Static Surveillance Teams (SSTs) set up in nakas along all border areas,including all the main roads,internal roads and sub-roads,” Dev said.

To prevent political parties or candidates from offering free alcohol to voters ahead of Diwali,the Delhi Election Commission will keep a strict watch on the sale of liquor together with the Excise department. The EC has already installed CCTV cameras at all 705 liquor shops in the city,both government and private. Excise department officials will submit video-footage every alternate day to the EC,while flying squads comprising of poll officials will scan footage (selected randomly) daily to check for any unusual activity.

As many as 11 excise teams with flying squads will carry out random checks. At a meeting of excise and flying squad officials on Tuesday,it was also decided that officials from the Excise department and flying squads would team up with police personnel deputed at the 90 interstate check-posts to keep a tab on liquor supply from neighbouring states.
