Soon, property sale registration to go ‘faceless’ in Delhi

Soon, the property sale registration process in the Capital will be completely paperless and faceless, according to an official in the Revenue Department of the Delhi government. A pilot programme is set to be rolled out within six months and it is expected to be fully implemented by next March.

At present, Delhi has 11 revenue districts and 27 sub-registrars who can register properties that fall within their jurisdiction. However, with the new system, a person will be able to get their property registered anywhere in Delhi.

Ease of property sale registration is one of the main components of the Ease of Doing Business index, which is meant to measure regulations directly affecting businesses, the official said. This is a major public interface with the government and the new government is placing a lot of emphasis on making the whole process easier.

Amid the push for faceless registration, one of the major challenges is that all Municipal Corporation of Delhi (MCD) properties don’t have a unique ID.

“Since the unique ID system is undeveloped in Delhi, the process of searching is challenging. Therefore, instead of implementing a linear search, we will use ‘big data’. This means that instead of just straight away searching for a property through its unique ID, our system will have to find the property we are looking for through a combination of attributes such as a street name, colony name, or landmark name,” said an official.

Delhi has already adopted the National Generic Document Registration System (NGDRS), developed by the National Informatics Centre (NIC). It will be further customised for faceless registration.

The Revenue Department has also hired Deloitte, one of the big four consulting companies globally, for the process of mapping and business process engineering.
