Play areas, libraries, car cleaning services: Coming soon in Delhi — under a flyover near you
Under a new project, the Public Works Department (PWD) has planned to revamp these spaces under a Public-Private Partnership (PPP) model.

Play areas, open gyms, public libraries, and even car cleaning services: these amenities could soon spring up under a flyover near you.
Under a new project, the Public Works Department (PWD) has kicked off preliminary work to transform neglected, garbage-strewn areas beneath several flyovers into vibrant, safe, and inclusive public spaces.
Officials said the Delhi government plans to revamp these spaces under a Public-Private Partnership (PPP) model. “Each flyover space will feature a themed design,” an official stated.
There are over 93 flyovers in the city — three under the Flyover Zone, 38 in the South Zone, and 25 in the North Zone.
The PWD has now floated tenders to appoint a consultancy service for the project. Once selected, the consultancy will provide a range of services: preparation of a detailed design brief in consultation with the client, evaluation and analysis of the proposed site, and identification of thematic guidelines for each location. The consultant will also frame architectural and signage development guidelines to shape the overall look and feel of the space, officials said.
Officials added that after the plan and detailed project report are prepared, the department will invite bids from private companies for beautification and maintenance.
Officials said the under-flyover areas may be developed into play areas, open gyms, or libraries for public use. The department may also explore options like setting up car cleaning services in these spaces, allowing companies to generate revenue while maintaining the site.
They also clarified that while the repair and strengthening of flyovers will continue to be managed by PWD, the selected agency will be responsible for maintaining cleanliness, removing encroachment below the flyovers, increasing greenery through plantation, and removing defacement and posters from flyover walls.
“This initiative seeks to transform these underutilised areas into functional public amenities that encourage community interaction and improve urban livability. The objective of this exercise is to propose sustainable, inclusive, and context-sensitive design solutions that not only reflect the unique character of each location but also contribute to the broader urban fabric of Delhi,” said an official.
Earlier in April, PWD Minister Parvesh Sahib Singh had said the department was planning to come up with a policy called ‘Adopt a Flyover’. “We noticed that huge spaces under several flyovers are in poor condition, with garbage and waste, and many of them are encroached upon… So, we are planning an ‘Adopt a Flyover’ policy to utilise these areas through CSR initiatives by private companies and institutions,” he had said.
“Beautification through paintings and street art on pillars and flyover walls will also be done under these initiatives… This initiative will give an aesthetic look along with beautification. It will also showcase Delhi’s roads in a positive light and enhance the experience for commuters traveling on these stretches,” Singh had also said.
