Peruvian suspect escapes; IGI police,CISF at loggerheads

Lack of coordination between two agencies handling the security at the Indira Gandhi International (IGI) Airport led to the escape of a Peruvian national,accused of theft,from its premises. He had allegedly stolen the bag of the sister of a Supreme Court judge.

Identifying the accused as Modesto,the Delhi Police said it has slapped a legal notice against the Central Industrial Security Force (CISF) — asking it for an explanation.

The incident dates back to March 8,when a woman who was traveling outside the country with her wheelchair-bound husband noticed that her bag containing $4,500,Rs 25,000 and jewellery worth Rs 40,000 was missing. She informed CISF personnel posted in the area.

The CISF,during the course of the investigation,culled out the CCTV footage. “It showed three men loitering near the complainant,and one of them picked her bag. Though it’s a cognisable offence,they did not inform the local police. On March 16,they arrested one of the accused — Jose Marcelino — from the premises,” an officer said. Police said CISF personnel did not hand over the CCTV footage to the police,even though they had it in their possession since March 8.

On March 10,Modesto managed to fly out of Delhi despite CISF personnel having the CCTV footage.

A case was registered with the police only on March 15,when an authorised letter from the SC judge’s office reached the IGI Airport police station. The judge wanted to know why no action had been taken on his sister’s complaint yet.

“We had no clue about any theft case as the CISF did not inform us. It was only after we got the complaint from the SC judge’s office that we came to know about it. We immediately sent out a look-out circular against the remaining two accused. While one of them was caught on March 18 from Mumbai,the other one left Delhi on March 10. This is a major security lapse,” the officer said.
