The management of Maruti Suzuki India (MSI) has told the Haryana government that the company has no plans to shift base to Gujarat,or any other part of the country,from Gurgaon.
Sources in the Haryana government told Newsline that senior functionaries of MSIL have conveyed to Chief Minister Bhupinder Singh Hooda and Chief Secretary P K Chaudhery that reports that the company was contemplating shifting to Gujarat were not factually correct.
Sources said the violence could have been avoided if officials had acted upon on warning signs.
Some reasons that led to the violence are:
Failure to read the situation correctly and seek police help: Sources said initially a MSIL functionary did make a call to the local police to seek assistance,but there was no indication that things could flare up. As a result,the local police station deputed just a handful of constables.
Warning ignored: Sources said some workers,including one labour contractor,had warned the MSIL officers about the simmering tension and that the union office-bearers were trying to instigate the workers towards violence.
n MSIL and workers inked an agreement in October. Among other things,the workers were allowed to set up their own union and MSIL promised to set up a grievance redress cell and revise the wage structure. In April,upset with the delay in implementation of the terms,the Maruti Suzuki Workers Union submitted a list of demands. There was a growing feeling of discontent among workers over the delay.
Haryanas failure to read the management-labour unrest: In the last few years,Gurgaon and Faridabad both important industrial towns of Haryana have witnessed repeated incidences of labour unrest. But,except in cases where the company management itself worked out a deal with the labour union,such unrest was often allowed to simmer. Despite tell-tale signs about growing unrest among workers of MSILs Manesar plant,there was virtually no effort by the Labour Department to intervene effectively.
