Install CCTV cameras and pollution sensors at construction sites, keep the construction material covered, and sprinkle water on unpaved areas: These are some of the instructions that firms working on Delhi Public Works Department’s (PWD) projects will have to follow while carrying out construction work anywhere in the capital, failing which they will be fined to the tune of Rs 500 to Rs 2,000.
To control dust pollution at the construction sites across the city, the PWD has issued a slew of directions. According to a senior PWD official, the department, following the guidelines of CAQM (Commission for Air Quality Management), has prepared a strategy to tackle dust pollution at construction sites. The implementation of the rules will start at the sites soon, the official added.
“The fines have been announced for the first time and the key objective behind this is to ensure stricter implementation of the guidelines…because many of the contractors do not follow the rules…,” said the official.
A fine of Rs 2,000 will be imposed on CCTV cameras being non-operational for longer than 48 hours at the construction site, Rs 500 each for lack of sprinkling on unpaved surfaces for more than four hours, uncovered C&D (construction and demolition) material for six hours or more, and unwashed wheels/vehicles exiting construction sites.
Some of the mandatory directions that the contractors had to follow were installation of PM2.5 & PM10 sensors, protective screens at the site, installation of anti-smog guns at the site and demarcation of enclosed spaces for grinding and cutting material.
“The department conducted a pilot study in collaboration with the Air Pollution Action Group (A-PAG) on the enforcement of said safeguards at shortlisted PWD construction sites. It was observed that the sites were not fully compliant with this…following this, we have issued directions, including timelines, and have announced penalties for stricter implementation,” said a senior official.
