To ensure easy service and reduce interference by touts,the Haryana government plans to provide smart card-based driver’s licence and registration certificates. The plan is likely to be implemented by mid-July.

The decision was taken at a meeting chaired by Haryana Chief Minister Bhupinder Singh Hooda held in Chandigarh on Tuesday. 

If the plan proves successful in Gurgaon,it will be implemented across the state in the next phase.

To reduce the wait time of getting the licence,the plan aims to provide learners’ licence in 30 minutes only. The official spokesperson said: “Driving licence will be delivered by speed post at the address provided by applicants.”

According to sources,the automated system would have defined workflow and supporting infrastructure computerised test that will eliminate involvement of touts in procuring driving licence. The applicants would be given stipulated time to appear for the interview and the whole exercise would be completed within the half an hour.

Deputy Commissioner of Gurgaon,who is also the chairman of the district IT society,said: “The pilot project will be an improved version of what is functional in Delhi and other states. It will not only reduce time and the harassment caused to residents,but will also help in

developing a database which can be linked to other networks like the police etc.”

The DC said a team of experts will be visiting the e-disha centre in Gurgaon on June 2 and recommend necessary changes needed to put the system in place. “If the changes they suggest are not major,we hope to start the process by the end of this month,else our target is mid-July.”

Earlier, Delhi Integrated Multi Modal Transit System Ltd (DIMTS) gave a presentation on providing driving licence and registration certificate. The company has been providing the services in Delhi and it has already issued 7.28 lakh smart card-based driving licences in the Capital.
