Got vasectomy done in 2005, officer held for rape tells court

The 51-year-old Delhi government officer, arrested on the charge of raping his friend’s minor daughter for months, has been made to take several medical tests after he claimed he had a vasectomy in 2005.

Premoday Khakha, a Women and Child Development (WCD) department official, made this claim before police and a city court after he was accused of raping the teenager multiple times, which allegedly resulted in a pregnancy that was terminated with the help of his wife.

“To verify his allegations, he was taken to Lok Nayak Hospital (on Tuesday), where he underwent a series of medical tests. These included a potency test, surgical manual examination and semen analysis,” said an officer who did not wish to be identified. The results are expected before the next date of hearing on September 6.

The potency test is a procedural test carried out in a rape case to ascertain if the accused is capable of engaging in sexual acts. The surgical manual examination was held to confirm if the vasectomy was done or not, and the semen analysis is meant to check for fertility.

“We have recorded the victim’s Section 164 (statement under CrPC), and are verifying her allegations and ascertaining the sequence of events. The minor is being counselled,” an officer said.

Khakha and his wife Seema Rani (50) were sent to 14-day judicial custody by a court on Wednesday.

According to the FIR, following the death of her father, which left the girl and her mother “depressed”, the teenager had started to live with the accused “to divert her mind”. The girl, in the FIR, said, “I went to my uncle’s house after the (father’s) death to divert my mind and started attending online classes from there. From November 2020 to January 2021, uncle raped me… aunty was strict and would hit me when I would score less marks. The last time he sexually assaulted me was in January 2021 and then I missed my period. Aunty said that they will get abortion done since it’s the first month… I didn’t tell my mother anything, thinking she wouldn’t believe (me).”

Over the next few days, the investigators will question the family of the accused as well as friends and neighbours, police said.

A source said a list of 10 witnesses has been prepared.
