‘Ghost workers’ paid in shelter homes: BJP; AAP says no Vigilance action despite complaints

The Delhi BJP Thursday alleged that payment worth crores of rupees was made to “ghost workers” at the Delhi government-run shelter homes. The AAP hit back saying despite multiple complaints filed by Urban Development Minister Saurabh Bharadwaj to the Vigilance Department, the L-G is yet to take any action.

Alleging irregularities worth  Rs 250 crore, Delhi BJP president Virendra Sachdeva demanded an Anti-Corruption Branch inquiry into the matter, adding that a complaint had been filed with the Delhi Lokayukta as well. “The scam is being run through the collusion of the government employees and non-profit groups having contracts for operating the shelter homes. It involves a single person working in four to five shelter homes and drawing payments from there,” Sachdeva claimed.

The Delhi Urban Shelter Improvement Board (DUSIB) is tasked with providing living arrangements for the homeless as well as the destitute. “According to DUSIB’s regulations, each shelter home is allocated salaries for five to six caretaking staff, depending on capacity, which is paid to contractor NGOs. However, a BJP team investigation uncovered significant fraud in this system and found only two people were working instead of six,” Sachdeva said at a press conference. He alleged that the same names are registered across different shelter homes with identical Aadhaar numbers and bank accounts.

However, the AAP said Bharadwaj has given several complaints to the Delhi Chief Secretary urging him to look into allegations of corruption in DUSIB but no action was taken. “The Delhi L-G and the BJP should answer why the vigilance directorate, which works directly under the L-G, has not acted on any of the complaints which have been given by the minister,” the AAP said.
