Those driving without a licence and pollution-under-control certificate as well as commercial vehicles found overloading, will now get e-challans issued to them on the spot. The Transport department has initiated a pilot project under which some of its enforcement vehicles have been fitted with computer devices,to issue e-challans. This will allow the enforcement staff to issue challans immediately to those caught violating the rules of the Delhi Motor Vehicles Act. The offenders will also have to pay up immediately.

“At present three of our enforcement vehicles have been fitted with portable computers which have an Internet card. These computers have been connected with the data server of our department. This will help us know if the same vehicle was fined before for a similar offence. If someone is caught carrying a fake licence, such information will be immediately into the system and will be updated on our database,’’ said Special Commissioner (Transport) P K Gupta.

The department has 30 enforcement vehicles conducting checks. If the pilot project goes well, all these vehicles will be fitted with portable computers. “Currently,if someone is found violating rules,we note down their details and send a challan through post. Now,with this on-the-spot challan system, people will be booked for their violations immediately and this will help curb traffic violations,’’ said a Transport department official.

“These mobile vans are stationed in areas where commercial vehicles pass through,or places which see heavy traffic. Since violations like skipping red lights are looked into by the Traffic police,we will concentrate on issuing challans to those driving without a licence and those who don’t have their papers in order,’’ added the official.

However, one of the problems being faced by the department is the shortage of staff. “Presently, there are only 180 persons in the enforcement wing. We need more people to make the exercise successful,’’ said the official.
