All petrol vehicles older than 15 years and diesel vehicles older than 10 years are considered end-of-life (ELV) vehicles in Delhi. (Representational) After several complaints from the public over the scrapping of overaged petrol and diesel vehicles, the Delhi Transport Department has issued step-by-step directions on how and from where these vehicles will be impounded, procedures to follow, and how people can get their vehicles scrapped.
Following the orders of the Supreme Court and the National Green Tribunal (NGT), the Transport Department banned all overaged petrol and diesel vehicles in 2021. The department also issued an order stating diesel vehicles older than 10 years will automatically be de-registered from January 1, 2022.
This April, the department launched a special drive and vehicles parked in public places were picked up and sent to scrap yards. After that, people complained the department is lifting even those vehicles which they had parked outside their houses.
Following these complaints, Delhi Transport Minister Kailash Gahlot wrote to the department to stop impounding the parked vehicles. The drive was stopped for about 20 days but it was resumed after the Commission for Air Quality Management (CAQM) gave a green flag and said all such vehicles that have completed their life should be scrapped. The key aim of this drive was to stop pollution in the national capital.

What are ELVs?
All petrol vehicles older than 15 years and diesel vehicles older than 10 years are considered end-of-life (ELV) vehicles in Delhi. As per directions of the Supreme Court and NGT, the registration and plying or deemed to plying (parked in public space) of end-of-life vehicles is restricted.
The Transport Department will seize ELVs from Delhi roads or public spaces and hand them over to the Registered Vehicle Scrapping Facility (RVSF) as per Rule 10 (vi) to be read with Rule (3) of RVSF Rules 2021.
I have an ELV. What should I do?
You can either scrap your ELV or transfer it to another state.
For 15+-year-old diesel vehicles, no NOC will be issued. NOC for diesel vehicles up to 10 years and petrol vehicles up to 15 years can be issued for any place in the country.
No objection certificate for 10+ years diesel vehicles and 15+ years petrol vehicles will be issued for other states, subject to the condition that NOC will not be issued for places identified by the state as restricted areas in terms of the order of NGT, which had directed states to identify areas with higher air dispersion and least vehicle density.
You can also ensure that you park your ELV on private property, if you don’t want it to be scrapped.
How can I scrap my ELV?
You can check your vehicle’s age or check the list of deregistered vehicles on the Transport Department’s website.
If you want to scrap it, you can contact RVSF on the Parivahan website https://parivahan.gov.in > Online Services> Vehicle Scrapping> RVSF details. RVSF will then inspect your ELV and you can collect a certificate of deposit. After this, RVSF will scrap your ELV. After the scrapping, you will receive a payment in your registered bank account.
In case you don’t want your ELV to be scrapped, the Transport Department will impound the vehicle and hand it over to RVSF. You will receive a seizure memo and then you can contact RVSF with the document. You will then receive payment in your bank account.
What can I do if my vehicle was seized and scrapped without confirmation?
You can approach RVSF within three months after your vehicle has been seized. Otherwise, the vehicle will be treated as abandoned and will be scrapped. The scrapping amount will be deposited in the government treasury.
Can I retain my ELV registration number?
Yes, as per the guidelines issued by the Transport Department available on the website.
