
Delhi News Highlights: Delhi CM Arvind Kejriwal met his Bihar counterpart Nitish Kumar at the former’s residence in Delhi on Sunday. The Bihar CM extended “complete support” to Kejriwal in the AAP government’s ongoing tussle with the Centre over the control of administrative services. Meanwhile, the Delhi CM will also meet TMC chief Mamta Banerjee on May 23 in Kolkata and Shiv Sena (UBT) leader Uddhav Thackeray and NCP leader Sharad Pawar on May 24, in Mumbai.
Speaking about his meeting with the Bihar CM, Kejriwal said, “Nitish ji today came to extend his support to me. He is with us and the people of Delhi. He also disagrees with the BJP’S ordinance and the injustice it has done to the elected government. Nitish ji will fight against this with us. He is getting all the Opposition to fight against the Centre.”
The Centre promulgated the ordinance on Friday to create a National Capital Civil Service Authority for transfer of IAS and DANICS cadre officers and disciplinary proceedings against them. This came a week after the Supreme Court handed over the control of services, excluding those related to police, public order and land, to the elected government in Delhi. Meanwhile, senior government officials said the ordinance would be supplemented by an additional notification, an order or a circular expected to be issued by the Ministry of Home Affairs (MHA) early next week.
Delhi on Sunday reported 10 new Covid cases and 2 virus-related deaths. A total of 1311 Covid tests were conducted in the past 24 hours and the positivity rate stands at 0.76%. Currently, there are 140 active Covid cases in the national capital.

Days after an IRS officer was arrested for allegedly stalking and molesting an IAS officer, a Delhi court directed that he be released on bail as no “fruitful purpose” will be served by keeping him in custody.
The IAS officer had filed a complaint that the accused got in touch with her while she was working on relief work during the Covid crisis and “tried to get close” to her. She also accused him of allegedly stalking her on several occasions, sending her lewd messages, and assaulting and molesting her at her office on May 15. (Read More)
A fire broke out at Fun Cinema hall in West Delhi's Moti Nagar Sunday noon. Officials said the fire was in the projection room. Around 60-70 people were inside the cinema hall. Everyone was evacuated safely. No casualties have been reported.
Samajwadi Party chief Akhilesh Yadav on Sunday came in support of Delhi Chief Minister Arvind Kejriwal and said that Centre's ordinance on services in the national capital was an insult to judiciary.
"The Delhi ordinance is an insult to the judiciary. This is the result of negative politics of BJP and also of democratic-injustice," Yadav said in a tweet in Hindi.
"BJP knows that it will be defeated in all the seats of Delhi in the Lok Sabha elections, that is why it is already taking revenge from the public. This is murder of mandate in the name of ordinance," Yadav added. (PTI)
In a suspected case of road rage, a cab driver was allegedly thrashed by a group of people after his car collided with theirs in Delhi's Sarai Kale Khan area.
The assailants allegedly snatched the car keys from the cab driver before fleeing the spot, according to a series of tweets posted by Alok Dixit, who was travelling in the taxi.
Describing the incident, which took place on Saturday night on the Sarai Kale Khan flyover, Dixit said he had hailed a cab from the airport and "in an unfortunate turn of events, a private vehicle ahead of us abruptly reversed, colliding with our cab. Following the incident, the occupants of the car, without provocation, commenced a violent assault on the cab driver".
"Despite my pleas and attempts to intervene, the aggression escalated, involving even the female members of the offending party," he said.
He claimed the assailants snatched the cab keys and fled the scene after they saw that he was recording them, leaving him and the cab driver, Lal Chandra, stranded in the middle of the road. (PTI)
A tribunal here has directed National Insurance Company Limited to pay a compensation of more than Rs 2 crore to the dependent family members of a government employee who died in a road accident in 2019.
According to the prosecution, the victim, Manish Gautam, 39, was walking on a road along with his relative in Sector 11 in Rohini on May 31 in 2019, when a car being driven in a rash and negligent manner by Mange Ram hit him and Gautam succumbed to his injuries during treatment in a hospital on June 1.
"...insurance company is directed to pay Rs 2,00,50,000 to the petitioners as compensation in this case within 30 days from today, failing which, it would be liable to pay further interest...interim amount, if any, paid to the petitioners be deducted...," the judge said in an order passed on May 19.
Rejecting the plea of the insurance company that there was contributory negligence by the victim, the judge said there is no evidence on record to show that he was at fault. (PTI)

Taking a jibe at Delhi CM Arvind Kejriwal, BJP MP Manoj Tiwari said, "Like a cloth designer, Kejriwal wore different dresses to please the public that he is a common man and is staunchly against corruption. Politicians like Lalu Yadav, Sharad Pawar, P Chidambaram, Sukesh, Jagmohan Reddy, Faruq Abdullah and several others were 'Bharshtachar Pratimurti' for Kejriwal. He called them corrupt earlier and now is seeking their help to defeat Modi in 2024 polls. "
"When a reporter asked him (Kejriwal),will you stand with corrupt persons just to fight narendra Modi-Amit Shah, he said yes, defeating them is the most important thing at this time," he said.

? "Day after tomorrow (Tuesday), I have a meeting with West Bengal Chief Minister Mamata Banerjee in Kolkata at 3 pm. After that, I will meet every party's president to seek their formal support for defeating the bill when it comes in Rajya Sabha," Kejriwal said.

"Today, I met Bihar CM Nitish Kumar Ji, to discuss the ongoing situation about how the central government has subverted the Supreme Court order with bringing an ordinance within just eight days," Delhi Chief Minister Arvind Kejriwal said on Sunday.
"It was a 5-0 judgement, decision of five bench judges. But the central government has snatched all the powers from the elected government and gave it to L-G, who will now run the government and the city," he said, referring to the recent ordinance passed by the Central government relating to the control of services in the national capital.
"Nitish ji and I discussed this matter in detail and he is preparing to urge all the non BJP governments to come together to fight against the BJP and the ordinance," he added.
"If all the non BJP state governments come together, they can bring this matter in Rajya Sabha via a Bill. If this bill gets passed in the house, then there will be no BJP in 2024," Kejriwal said.
Bihar Chief Minister Nitish Kumar met Delhi CM Arvind Kejriwal at the latter’s residence today, at 11:30 am. Yesterday, Kejriwal had sought the support of Opposition parties over the Centre’s new ordinance related to control of services in the national capital. He had called the ordinance unconstitutional and said that his government will move the Supreme Court against it. “I want to appeal to the Opposition parties to defeat this Bill in Rajya Sabha when it comes to them for clearing. I will speak to each head of party myself and will ask them to oppose the Bill. This is undemocratic and should not be passed,” he said.
Delhi Lieutenant Governor Vinai Kumar Saxena visited the Najafgarh lake Saturday to inspect and review ongoing works.
Saxena, who is also the chairman of the High-Level Committee (HLC) set up by the National Green Tribunal (NGT) to revive the Yamuna river to which the lake is connected, visited the region along with a team of senior officers from Delhi and Haryana governments. Pollution in the river is caused by sources originating from Delhi as well as Haryana.

The Delhi police arrested two men who allegedly cheated ‘high-profile’ people by issuing them fake appointment letters from government bodies, including central ministries, officials on Saturday said.
According to the police, the arrested identified as Khatri Iqbal Ahamad, 50, a resident of Gujarat, and Himanshu Pandey, 35, of Uttar Pradesh, duped people on the pretext of appointing them as board members of the National Medical Commission, the police said. It was found that the duo has allegedly been running a fake government job racket along with other associates, the police said.

Delhi Services Minister Saurabh Bharadwaj has submitted a complaint to police accusing Chief Secretary Naresh Kumar of issuing a death threat to him, officials said on Saturday.

THE Centre’s move of issuing an ordinance on Friday night that effectively nullified a recent Supreme Court order that handed over crucial powers to the Delhi government drew condemnation from Opposition parties across the board, with the Modi government accused of “bulldozing the Constitutional federal framework”.
The ordinance seeks to create a National Capital Civil Service Authority that will have the power to recommend the transfer and posting of officials serving in Delhi.

Two days after a 21-year-old student of Greater Noida’s Shiv Nadar University was shot dead on campus, allegedly by her classmate who later shot himself, an FIR was filed at Dadri police station under sections of the Arms Act Friday night.
On Thursday, Sneha Chaurasia was shot dead outside the dining hall allegedly by Anuj Singh (20) who died by suicide later.
Police said that Anuj had purportedly sent a 23-minute video clip to the university authorities, recorded purportedly before the incident, in which he said he was in a relationship with Sneha but they were no longer together. He said he was “broken inside” and “could not trust anyone”. He also said that he had been “diagnosed with stage three brain cancer” but had not told his parents. He spoke about punishing the woman and sought the forgiveness of both their parents. Singh’s family had said they were unaware of the relationship between the two and that he was physically fit. The Centre on Friday (May 19) promulgated an Ordinance extending the powers of the Delhi Lieutenant Governor (LG) over services in the administration of the national capital, which essentially involves the power to transfer and appoint bureaucrats posted to Delhi.
The Ordinance seeks to undo the effect of the unanimous verdict of the five-judge Constitution Bench led by Chief Justice of India (CJI) D Y Chandrachud, which gave the Delhi government power over administrative services in the national capital.
This is not the first time that action has been taken to undo or reverse a decision of the Supreme Court, either through the promulgation of an Ordinance or by the passage of a law in Parliament. Read some examples here
The BJP on Saturday defended the ordinance on the transfer and posting of government officers in Delhi as a step in consonance with the Constitution and in line with the Supreme Court’s observations in the matter, asserting that this is also in the interest of the common man.

In the backdrop of ‘Dhoni, Dhoni’ chants at the Arun Jaitley Stadium in the national capital, Indian wrestlers stood outside the stadium at the Bahadur Shah Zafar Marg, claiming that they were not allowed to enter and watch the IPL 2023 game between Delhi Capitals and Chennai Super Kings.
“We had come to watch the match. Five of us, with five tickets. They checked our tickets and told us they wouldn’t let us through,” said Vinesh Phogat. “They told us it would be a security issue and that they’d seat us in a VIP area. We told them, ‘No, we want to watch the game from the seats we have tickets for.’”
The trio of wrestlers — world championships medallist Vinesh, Tokyo 2020 bronze medallist Bajrang Punia and Rio 2016 bronze medallist Sakshi Malik — had arrived at the venue wearing white t-shirts that read, ‘I support wrestlers’. The Centre has moved the Supreme Court seeking a review of its May 11 verdict which held the Delhi government has legislative and executive powers over services except for public order, police and land, contending the judgement ignores the fact that the functioning of the government in the capital "affects the nation as a whole".
In a determined effort to wrest control over the officialdom in the aftermath of the apex court order leaving it with just three subjects, the Centre promulgated an ordinance on Friday creating a National Capital Civil Service Authority to deal with service conditions, transfer and posting of officials.
The Centre has also filed an application in SC seeking an open court hearing of the review petition, saying the matter pertains to the functioning of the government machinery of the Government of the National Capital Territory of Delhi and "grave injustice would ensue" if the plea for oral hearing is not allowed. Speaking on the RBI's decision to withdraw Rs 2000 from circulation, Kejriwal said that the government should be 'educated'.
"The government should be educated. I have been saying this. First they say they brought in the Rs 2,000 note to end corruption. Now they are saying we are taking it away to end corruption. What is the government doing? It wants the people to keep standing in lines the whole day long. Every 2-3 years this happens. This is not good. It is unproductive. The people of the country should work to feed their families and do their jobs and not outside banks to get currency notes changed", he said.
Delhi CM Arvind Kejriwal said that he would hold a maha rally in Delhi. "The people are very angry with their (BJP) tactics and their dictatorial approach", he said.He also appealed to the opposition parties to defeat the Bill in Rajya Sabha; adding that he will speak to each party head to oppose the Bill.
CM Arvind Kejriwal, on Saturday, said that the Centre's move to bring in the Ordinance was a move to obstruct Aam Aadmi Party's (AAP) work.
"This ordinance is a slap in the face of the 2 crore people of Delhi by BJP. BJP has said that you may choose whomever you want, we will not let them work. We will stop work, we will not let your government work. The Constitution grants people of Delhi the right to choose their government", he said.
"They are saying we will not let them work. AAP is a small party, we are small people. The country is far bigger. The country is important. We wont be here tomorrow, someone else will but the country will be here. It is not right to trample on democracy publicly, thumbing your nose at the Supreme Court. We will go to SC against the ordinance", he added.
Delhi CM Arvind Kejriwal said that the 'majesty' and 'power' of the Supreme Court is being challenged.
"This is a direct contempt of Supreme Court. AAP has got a thundering majority four times — thrice is assembly and once in MCD. The people of Delhi have said over and over again, they have screamed, that they want an AAP government, they like AAP. They have tried to stop the AAP government from working. This is a clear challenge that we will not let any party other than ours do anything. How can this be?", Kejriwal said.
Speaking on the recent ordinance that was promulgated by the Centre, CM Arvind Kejriwal said that the Ordinance will be challenged when the Supreme Court reopens on July 1.
Delhi CM Arvind Kejriwal, on Saturday, said that yesterday, as soon as the Supreme Court shut for vacations, the Centre brought in an ordinance reversing the judgement of the apex Court.
"We all know that the SC said a week ago that in Delhi, the control over government officers will be with the elected government. The SC also said that that if an officer knows that her minister cannot act against her, the officer will not listen to the minister", he said.
"The court order says this. It is important for running a responsible government that the bureaucracy and the government officials come directly under the elected government. The court shut at 5 pm yesterday and at 10 pm the Centre passed the ordinance, reversing the SC verdict. They had decided the day after the order came that they will bring in an ordinance to reverse it", Kejriwal said.
He added, "Because if you observe the the sequence of events, you see there are eight days between the SC order being passed and the ordinance coming in. For the first three days, the Secretary (services), disappeared. His phone was off, after three days he resurfaces and says he is ready to abide by the court order. Then the Chief Secretary disappears for for a bit here and here and it takes three days for the Civil Services Board meeting to take place".
"Then finally when the meeting happens and the proposal is sent to the L-G, he sits on it for two days. They spent eight days like this. All of them were waiting for the court to go on vacation to bring in the ordinance. Why were they waiting for the court to go on vacation? They could have brought it earlier when court was in session", he said.
"This is because they know in their hearts that the ordinance is totally illegal, unconstitutional and undemocratic. They know well that if the SC was open, and they brought the Ordinance and if we had challenged it in court the next day, the SC would not have stood for even 5 minutes", Kejriwal said.
The Central Bureau of Investigation filed a chargesheet against Congress leader Jagdish Tytler on Saturday in connection with three murders carried out by a mob in Delhi’s Pul Bangash area during the 1984 anti-Sikh riots.
“We have filed a chargesheet against the then member of Parliament in the Rouse Avenue district court in a case related to anti-Sikh riots that followed the assassination of the then prime minister of India on October 31, 1984,” a CBI spokesperson said in a statement.
“The CBI had registered the case on November 22, 2005, on an incident wherein Gurdwara Pul Bangash at Azad Market, Bara Hindu Rao, Delhi, was set on fire by a mob and three persons namely Sardar Thakur Singh, Badal Singh and Gurcharan Singh were burnt to death on November 1, 1984, near Gurdwara Pul Bangash,” the spokesperson said. Central Bureau of Investigation (CBI) has filed a chargesheet against Congress leader Jagdish Tytler in the 1984 anti-Sikh riots case. Last month, Tytler was called to submit voice samples after an audio clip, allegedly from the day violence broke out at Pul Bangash, surfaced. Three people were killed in violence in the neighborhood near Tis Hazari.
"A question may arise as to why the next session of Parliament was not waited for to bring in a legislation — but the answer for that lies in the daily anarchy that this government began indulging in; it’s efforts to shunt officers who were investigating its corruption... it is just that the next session of Parliament is some time away; who knows what these people might have done till the Parliament held its next sitting," BJP MP Manoj Tiwari added.
Northeast Delhi BJP MP Manoj Tiwari said: "As a Member of Parliament, I want to assure the people of Delhi that this Ordinance is based on the foundation of the Supreme Court’s decision. Arvind Kejriwal’s problem is that this Ordinance has put an end to his attempt to destroy the proof of his scams and corruption."
"After the decision of the Supreme Court, the behavior of Kejriwal and his leaders was not appropriate at all; Kejriwal should focus on work for the development of Delhi and stop doing petty politics," Bidhuri added.
Leader of Opposition in the Delhi Assembly Ramvir Singh Bidhuri said,"If bureaucrats are harassed by Ministers and they complain to the LG who then writes to Chief Minister Arvind Kejriwal over the issue. The CM takes exception to what the LG is saying instead of taking action. The LG is the administrator of Delhi, he is empowered by the Constitution to do so."
The BJP however welcomed the ordinance. Delhi BJP President Virendra Sachdeva said, "This ordinance was necessary for the dignity of Delhi and to protect the interests of the people."
Atishi says Kejriwal is unstoppable despite all efforts by the Centre. "Just remember, that you can stall him for 6 weeks, 8 or 12 weeks till the SC strikes this ordinance down — but Arvind Kejriwal has been empowered by the will of the people of Delhi and the Constitution of Ambedkar," she says.
"This has been done because Modiji is afraid of Arvind Kejriwal; he knows that if Arvind Kejriwal is given power for even 6 months, he can work miracles which will show the whole country the power of democracy and honest politics," Atishi says
"They know that this Ordinance will be struck down by the Supreme Court instantly; they waited patiently till yesterday for the eve of the SC to proceed on vacation for 6 weeks to bring it.So that they could stall the work of the elected government through this ordinance for 6 weeks," Atishi says
Atishi says: "PM Modi started getting nightmares featuring Arvind Kejriwal. He feared what he could not accomplish with more power, Arvind Kejriwal has already achieved what he has in the last 8 years despite the obstacles put in his way. So, Modiji decided to do something to stall Kejriwal’s work once again even if it is for a few days, even if it is through undemocratic and unconstitutional means."
