Delhi HC refuses anticipatory bail to former cop accused of running ‘narco ring’

The Delhi High Court on Friday refused to grant anticipatory bail to a former sub-inspector in the Delhi Police, Naresh Kumar, who is accused of running a drug syndicate. The court also directed the police to file a status report in this case by July 8.

For the last 18 months, Kumar has been “evading arrest”. On March 20, he was dismissed from service. The dismissal order was issued by Apoorva Gupta, Deputy Commissioner of Police, Crime, Headquarters.

The case dates back to January 2, 2024, when the Anti-Narcotics Squad of the Delhi Police’s Southeast district received a tip-off regarding “a storehouse from where drugs are distributed to peddlers” in Ashram’s Siddhartha Nagar.

Police had arrested a man named Surojit Bapri during the raid. During his questioning, Surojit told police that the narco ring was allegedly being run by Kumar. As per the police, they recovered 35 kg of ganja in plastic bags from the Ashram house.

Police said Surojit, allegedly a drug peddler, had named another syndicate member — Ravinder Kumar. Ravinder was also arrested, and police seized another 74 kg of ganja from his house in Ashram. According to police, Ravinder also admitted that the contraband allegedly belonged to Kumar.

Shortly after this, police named Kumar, who was posted with the Anti-Extortion and Kidnapping Cell of the Crime Branch, as the “main conspirator” in the drug syndicate. Police had earlier claimed that the former policeman had been captured on CCTV “removing the bags containing ganja from the spot”.

Surojit and Ravinder, police had said, claimed Kumar “procured ganja from Odisha and Northeast states” and “stored them in (two) houses in Ashram, from where he sold them to customers in the city”.

Since he went on the run, Kumar has moved three anticipatory bail pleas — one petition in July 2023 was rejected, followed by another one in February 2024.

In March 2025, a Delhi court denied his anticipatory bail plea for the third time, calling the allegations against the accused very grave in nature.

Kumar had joined the Delhi Police in 1990 as a constable. Of his 34 years in police service, he spent a decade with the Crime Branch. A former colleague had earlier told The Indian Express that Kumar had busted several drug rackets during his service.
